The Oregon Department of Environmental Quality has a full-time opportunity available for a Water Quality Analyst (Natural Resource Specialist 2) in Portland, Oregon.

The Water Quality Division has a critical role in achieving the Department’s mission by developing policy, implementation tools, and implementation priorities for improving and protecting the quality of water in Oregon’s waterways. The Water Quality Division works cooperatively with the Department’s three regional offices and the Laboratory to deliver programs and services that protect and enhance the quality of the waters of the state to protect public health and the environment.
The Watershed Management Section of the Water Quality Program oversees the development and maintenance of the water quality management plan; establishes total maximum daily loads (TMDLs), waste load allocations, and load allocations to be achieved by those streams and water bodies that do not currently meet water quality standards; coordinates on Nonpoint Source Program issues internal and external to DEQ; administers the 319 Grant Program; and provides statewide coordination of water quality activities on the Columbia River.

What you will do!
You will provide water quality data analysis, water quality evaluation and assessment, and technical modeling of environmental data requiring R, ArcGIS, Heat Source, and other technical knowledge to develop Total Maximum Daily Loads. You will provide knowledge and direction in project development, model selection, project planning, and monitoring plans to support basin assessment and the development of management plans to address temperature, nutrients, dissolved oxygen, habitat, sediment, bacteria, and other concerns. In addition, you will be responsible for coordination with the Laboratory, regions, other DEQ programs, and external partners.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 2 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable).
Candidates who are most competitive will also reflect the following desired attributes:
- Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
- Experience in water quality, ideally analyzing water quality data and performing water quality monitoring.
- Experience providing technical assistance to industry, the public, and governmental agencies on environmental laws, procedures, and issues.
- Experience with project coordination, including planning and scheduling projects.
- Experience reviewing and interpreting environmental regulations, laws, and technical guidance.
- Experience using and maintaining various databases; including programming languages, data transfer techniques, strong familiarity with R, Arc, GIS, and Heat Source.
- Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses.

This position will be based out of DEQ’s Headquarters office in Portland, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
This position requires occasional travel for field data collection efforts, meetings, trainings, conferences, and public hearings, some of which may include evening work, weekend work, or overnight stays. During field work, there may be exposure to pollutants, contaminated soil and water, chemicals, fumes, airborne contaminants, fall and tripping hazards, stairs, substantial walking, and inclement weather.
