Operations Manager (Senior Real Estate Management Specialist) – NYC School Construction Authority – Long Island City, NY
Specific Skills Required for Position:
Experienced in leasing, acquisition, State Environmental Quality Review and Zoning related; excellent communication skills; ability to work on short deadlines and balance a high volume of projects and with differing schedules.
Explain the function(s) to be performed by the requested staff member:
● Perform site assessments of land and buildings for potential use as a school. Work with real estate brokers to identify appropriate school sites and arrange for site access.
● Financial analysis of lease terms, review/approval of market analysis and appraisals prepared by outside consultants. Review/approval of consultant invoices for payment.
● Assure all required environmental due diligence is completed.
● Preparation of State Environmental Quality Review documents and Issuance of Environmental Determination including Environmental Assessments and Environmental Impact Statements.
● Preparation of Zoning Override packages for approval by the Deputy Mayor.
● Coordination with Architecture/Engineering Division on project design and creation of Landlord Scopes of Work/Developer “White Box” requirements and ensure all work is completed to SCA satisfaction.
● Manage relationships between Landlords and the Department of Education (DOE), Coordination between Landlord/Tenant team, Legal Department and DOE/Division of School Facilities. Strong problem solving and tracking skills when issues arise to bring to resolution.
Education:
Bachelor’s degree – Urban Planning/Real Estate/Public Policy/Project Management/Architecture or related plus 3+ Years of experience
Or Master’s degree and 1+ years of experience (Internship experience accepted)
Preferred Skills & Qualifications:
- 1+ year of relevant experience in urban development, real estate leasing or environmental planning
- Direct experience with SEQR and CEQR processes, including drafting or managing Environmental Assessments (EA) and Environmental Impact Statements (EIS)
- Familiarity with engaging city agencies such as NYC DOT, Department of City Planning, EDC, HPD, or similar
- Hands-on experience with commercial leasing, especially in the New York City market
- Familiarity with Operating Expenses (OPEX) and their impact on lease payments, including typical exclusions (e.g., capital expenditures, structural repairs)
- Ability to produce leasing writing samples providing analysis and recommendations
- Demonstrated ability to manage multiple concurrent projects or deals under tight deadlines
- Strong understanding of navigating agency feedback while adhering to project schedules
- Proven track record of self-management, organization, and prioritization in fast-paced environments
- Familiarity with NYC commercial leasing conventions as accepted by REBNY including calculations for net, gross and rentable areas including ability to calculate loss factors, across multiple properties
- Ability to read and interpret Architectural drawings
