The Oregon Department of Environmental Quality has two full-time opportunities available for an Environmental Cleanup Project Manager (Natural Resource Specialist 3) in either the Eugene or Salem Oregon office (finalist may choose work location).
These positions are limited duration with the potential of being extended or made permanent pending Budget and Legislature approval. One of the positions will be limited duration for two years and one of the positions will be limited duration through 12/31/2029.

About DEQ!

There are 3 regions (Northwest, Western, and Eastern). The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.
The Environmental Cleanup Sections have the responsibility to ensure that releases of hazardous substances do not endanger public health or the environment, which includes maintaining a site inventory, investigating and monitoring sites, and ensuring site cleanup and restoration. The program is statewide and affects past and present owners and operators of sites that handled, generated, or are affected by hazardous substances that were released into the environment. DEQ’s Cleanup Section is required by law to recover oversight costs from responsible parties for work on cleanup projects. Cleanup of hazardous substances has a direct relationship with DEQ’s mission.

What you will do!
You will serve as a project manager during the site investigation, design, construction, and operation phases of cleanup actions at hazardous substance sites. You will have overall project responsibility to ensure that contaminated sites are characterized and cleaned up in a manner that is cost effective, timely, and protective of public health, welfare, and the environment.

What are we looking for?
Minimum Qualifications:
- 6 years of experience in a natural resource or environmental field, with at least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Substitutions:
- Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 3 years of experience in a natural resource or environmental field, with at least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following desired attributes:
- Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Experience performing or overseeing assessment and cleanup of CERCLIS-eligible hazardous substance remedial action sites.
- Excellent project management, analytical, and organizational skills; prior consulting or regulatory experience in a project manager role, including experience planning, leading, and implementing projects and programs.
- Demonstrated ability to serve as a project team leader for remedial action projects.
- Excellent verbal and written communication skills; ability to provide comprehensive, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.
- Experience researching and analyzing data, conducting investigations, and applying pertinent laws and regulations; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
- Ability to interpret state and federal laws, regulations, rules, policies, and procedures and ensure that cleanups comply with all applicable Oregon rules and statutes governing air quality, water quality, solid waste, and hazardous waste.
- High proficiency in Microsoft Office (Excel, Word, Outlook, and Access), ArcMAP/ArcGIS Pro, and computer programs such as Google Earth and Acrobat.
- Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses.
Working Conditions:

This position will be based out of DEQ’s Eugene or Salem office, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
There will be occasional statewide travel for meetings, field visits, seminars, trainings, public hearings, public meetings, and conferences. Occasional extended working hours, evening work, weekend work, and overnight stays may occur. There will be occasional driving for up to several hours in a day. Fieldwork may include air, soil, soil gas, and groundwater sampling; supervising monitoring well construction or beneficial water well use survey; supervising reconnaissance or drilling for sampling; and tank decommissioning and cleanup work. During field work, there may be the exposure to inclement weather, contaminated soil and water, fumes, airborne contaminants, and other hazards.
